Barbershop massages restricted

Here's a customer complaining about how his favorite barbershop is no longer allowed to give neck & shoulder massages because they don't have a license to do so: http://www.fredericksburg.com/News/FLS/ ... 012/713225

Seems strange to me... most places I've gotten my hair cut do some form of mini-massage. Heck, the place I go to now offers a signature head massage during hair conditioning that I taught their staff.

What do you think? Should barbers be required to also be massage therapists in order to give neck & shoulder massage during a haircut?

I believe in so many ways that everything is becoming over-regulated...While on one hand, as a practitioner, I would love to say of course they should be a certified/licensed MT - even in the average beauty salon, when they wash your hair prior to cutting, the person who does it usually does a very nice scalp massage, though rarely any neck & shoulder work. I'm sure it's taught in most beauty/barber type schools - so since it's very likely something they recieve training for then my answer has to be no. Just my 2 cents fwiw.
